Maori or not Maori

About the year 1900, if a man (born 1874) was being searched for and the file stated he is a supposed 1\4 caste Maori. with black hair, dark complexion and a wide nose, and carries a carved walking stick, Would that confirm stories that his Mother had a union with a Part Maori. Also would he carry a carved walking stick if he wasn't part Maori. This man has no registered birth, but most of his 21 siblings do have, to a non Maori. I would like to add a Father for him but have been confused with the 2 men around at the time. His Mother was full German so no Maori link there.

To me cuz, if you Maori you Maori. I would think that a man knows himself. Is there a way you can tell what he knew of himself? Anybody can carry walking sticks. Would you consider studying both possible lines, and cross-referencing these with mokopuna?
